Dear Members of the CCNGO/EFA,

As you know, the Seventh Meeting of the CCNGO/EFA took place in Santiago, Chile from 21 to 23 May 2014. We are pleased to send you the Final Declaration Realizing the Right to Education Beyond 2015. The French, Spanish and Arabic translations will follow shortly.

UNESCO will disseminate the Final Declaration widely, in particular as a background document of the Regional Conferences that will be organised during the second half of 2014 in preparation to the World Education Forum 2015. We count on your active support in sending the declaration to your networks and in using it in your advocacy.

The Santiago meeting also appointed four Regional Focal Points and two Representatives of the Membership at Large in the CCNGO/EFA Coordination Group for 2014-2016 (see attached).

As only 17 of the 117 international member organisations were present in Santiago, and five of them are candidates, elections of the two International Focal Points could not be organized during the meeting. It was thus decided that UNESCO would organize the election among the international NGO members by email. In the meantime, the mandate of the 2012-2014 International Focal Points was extended until the new focal points have been elected.

Comme vous le savez, la 7ème réunion de la CCONG/EPT a eu lieu à Santiago, au Chili, du 21 au 23 mai 2014. Nous sommes heureux de vous envoyer la Déclaration finale Faire du droit à l’éducation une réalité au-delà de 2015 , en anglais. Les traductions françaises, espagnoles et arabes suivront sous peu.

L’UNESCO diffusera la Déclaration finale largement, en particulier en tant que document de référence pour les conférences régionales qui seront organisées au cours du deuxième semestre de 2014 en vue de la préparation du Forum mondial sur l’éducation 2015. Nous comptons sur votre soutien actif dans l’envoi de la déclaration à vos réseaux et son utilisation dans vos plaidoyers.

La réunion de Santiago a également nommé quatre Points focaux régionaux et deux Représentants de l’ensemble des membres pour le nouveau Groupe de coordination de la CCONG/EPT 2014-2016 (voir annexe).

Puisque seules 17 des 117 organisations internationales membres étaient présentes à Santiago, et cinq d’entre eux sont candidats, les élections des deux Points focaux internationaux ne pouvaient pas être organisées au cours de la réunion. Il a donc été décidé que l’UNESCO organiserait les élections parmi les ONGs internationales membres, par courriel. Entretemps, le mandat des Points focaux internationaux 2012-2014 a été prolongé jusqu’à ce que les nouveaux points focaux seront élus.

Together with the European Commission, UNESCO has called for joint action to reduce the number of young people and adults lacking basic reading and writing skills, both in Europe and world-wide, at a meeting in the European Parliament on 22 January. The Belém Framework for Action (BFA) contains commitments of Member States to develop policies and programmes for adult learning and education, as well as to strengthen governance, to increase funding, to broaden participation, to improve quality, and to monitor and report on progress. UIL has been assigned the task of coordinating the monitoring process at a global level, in cooperation with the UNESCO Institute for Statistics (UIS), and to support the implementation of the BFA.

Through the follow-up process to CONFINTEA VI, UIL provides a platform for coordinated action with relevant stakeholders. This includes regional and sub-regional follow-up meetings and conferences, regional cooperation projects, and international exchange through various media and networks. In this fifth Follow-up Bulletin, I would like to encourage readers to continue supporting the reporting process, by providing us with relevant information on the activities that have been undertaken in your country or region to implement the BFA.
