Council of Europe Recommendation on the importance of plurilingual and intercultural education for democratic culture

Thе Recommendation to member states on the importance of plurilingual and intercultural education for democratic culture  was adopted on 2 February 2022 at a meeting of the Ministers’ Deputies. This important document addresses two issues of concern to the Council of Europe: a tendency on the part of public authorities and civil society to think that proficiency in one additional language is enough; and the notion that proficiency in minority or migrant languages, widespread in today’s increasingly diverse societies, is harmful to societal cohesion.

To counter such developments, the Recommendation promotes a vision which highlights the place of language at the heart of all learning and which embraces all languages, and all educational sectors and players.

Through its Explanatory Memorandum it guides member states towards the realisation of this vision by highlighting the range of rich resources developed by the Language Policy Programme and the European Centre for Modern Languages (ECML).

Pathways to School Success and staff working document on Supporting the inclusion of displaced children from Ukraine in education: Considerations, key principles and practices for the school year 2022-2023

Dear colleagues,

It is our pleasure to share with you the latest policy developed by the European Commission and specifically by the DG EAC.B.2 (Schools and Multilingualism): the Pathways to School Success package (docs attached) and the staff working document on Supporting the inclusion of displaced children from Ukraine in education: Considerations, key principles and practices for the school year 2022-2023 including a factsheet (docs attached).

For Pathways, the Commission starts negotiations under the Czech Republic Presidency as the package needs to be adopted as a Council recommendation to Member States.

The final publication of the LETPP (Languages in Europe: Theory, Policy, Practice)project is now available, on line and as a hard copy publication. Based on the discussions and debates which took place in 2010 it provides a framework for future consideration of language policy in Europe. It includes a review of current policy and policies at European and state level, an analysis of how things are changing and suggestions for future action in relation to such central issues as The Future Model of Language Policy, The Lingua Franca, Multilingual Education, Languages beyond school (including the importance of immigrant multiligualism), Languages and the Worldwide Web, Multilingual Cities.
